Natalie Scott provided an overview of SB420. (Attachment 12) Ms. Scott stood for questions.
Senator Julia Lynn testified in support of the bill. (Attachment 13) Senator Lynn explained these kinds of crimes are in all facets of life, not just in dressing rooms but also in the workplace, retail establishments, gas stations, and public bathrooms and are ever increasing. The behavior is "predatory" in nature, with individuals who engage in this type of activity doing so not only for their own sexual gratification but to obtain and keep "trophies." The images and videos can be traded or posted online and sold for profit, causing permanent harm to the victims. She stated the bill is a reasonable solution to the current deficiency in the offender registry. Senator Lynn stood for questions.
