Jenna Moyer gave a brief on HB2470 explaining that it allows a person be transferred to another court jurisdiction for a certified drug abuse treatment program. (Attachment 6)

Scott Schultz, Kansas Sentencing Commission provided the prison bed impact assessment of HB2470 (Attachment 8)
Scott Schultz spoke as a proponent of HB2470 explaining that it lets a court transfer an entire case from the jurisdiction where an offense occurs to another county, such as where the individual resides, for completion of a certified drug abuse treatment program. This is a courtesy supervision, not a mandatory one, but it does make it easier for the offender to comply with conditions of his/her sentence. (Attachment 9)
