Chairperson Kerschen opened the hearing on HB2432.
Tamera Lawrence of the Revisor of Statutes explained the bill. This bill deals with the Kansas Egg Law and the requirements for replacing eggs.(Attachment 10)
Mike O'Neal testified in support of the bill. He told the committee that the bill clarifies amendments to the Kansas Egg Law added in 2018, in particular the provisions dealing with the repacking of eggs by retailers. HB2464 would align Kansas provisions with USDA regulations for the repacking of eggs.(Attachment 11)
Written proponent testimony was submitted by Shelia Lowrie, Corporate Affairs Manager, Dillons Stores(Attachment 12)
Kelsey Jones provided neutral testimony on the bill. She believes that the proposed amendments contained in the bill will allow greater flexibility for all retailers by allowing eggs to repacked as Grade A under the proper conditions without adding unnecessary labeling requirements for eggs that can be verified as high quality.(Attachment 13)
There was some discussion among the committee and conferees as to what constituted a dirty egg and if a dirty egg was also an adulterated egg. It was pointed out that there is no definition in the bill of a dirty egg.
With no further business before the committee, Chairperson Kerschen adjourned the meeting at 9:10.
