Chairman Olson opened the hearing on the bill and called upon Alan Conroy for a KPERS review of the bill.
Mr. Conroy explained that the bill changes the benefits for certain KP&F members who are disabled and ultimately die due to service-connected conditions. He then quantified the effect of the bill. (Attachment 1)
Chairman Olson called upon Dennis Phillips for proponent testimony of the bill.
Mr. Phillips stated the bill allows survivors of some members to have a better pension. He explained it only applied to survivors of a KP&F member that dies while duty-bound. (Attachment 2)
Chairman Olson called upon Ryan Trader for testimony from the perspective of firefighter/EMT as a member of KP&F.
Mr. Trader pointed out that the bill was created for a specific and rare group of KP&F members who die from service-connected disabilities. It takes into consideration the sacrifice made by the survivors. (Attachment 3)
