Chairperson Bowers opened the hearing on HB2510. Mike Heim, staff revisor, presented a briefing on the bill.
Amanda Stanley testified in support of HB2510. Ms. Stanley indicated in Kansas, grassroots consolidation is exceptionally difficult to do. Ms. Stanley explained under current Kansas law even when it is in a city and a special district's interest to consolidate, it takes an act of the Legislature every single time. Ms. Stanley stated they feel that HB2510 is an innovative concept while also being a natural evolution of Kansas law to allow more efficiencies in government at the local level. (Attachment 3)
