Jason Thompson gave a brief on HB2448 explaining it changes the penalties for the crime of fleeing or attempting to elude a police officer and adds a provision regarding evidence in a prosecution for theft of a motor vehicle. (Attachment 1)
Ed Klumpp gave testimony in support of HB2448 explaining that auto theft is on the rise in Kansas and stolen vehicles play a major role in other crimes, from attempt to elude capture to being used as disposable getaway vehicles and methods for hauling stolen property. This bill and its proposed amendments will target auto theft and give law enforcement a tool for convicting these criminals. (Attachment 2)
