Natalie Scott provided an overview of SB58. (Attachment 8) Ms. Scott stood for questions.
Proponent
Phillip Cosby testified in support of the bill. (Attachment 9) Mr. Cosby stated grand juries are a constitutional right. The judge currently has immunity. Citizens are not immune and do not normally have the resources to fight large entities like pornography. Kansans are rediscovering the use of this tool to raise concerns being brought to their communities. They should be able to do so without the fear of retaliatory suits.
Chairperson Patton allowed Senator Eric Rucker to testify in support of bill without submitting written testimony. Senator Rucker answered numerous questions.
