Chairperson Barker opened the hearing on HB2723. Jason Long, Revisor, provided an overview on the bill (Attachment 10).
Chairperson Barker recognized Joseph House, Executive Director of the Emergency Medical Services Board, as a proponent on HB2723 (Attachment 11). He stated this bill offers a clear definition of medical oversight and fixes a process that has changed over time and has become increasingly more problematic. He stated this bill provides multiple fixes by appropriately placing any potential liability on the party that is ultimately responsible for providing medical oversight and clearly defines what is considered medical oversight for the purposes of emergency medical services in Kansas. He stated that there are some simple amendments needed. The first is on page 3, line 43, by striking "medical" and replacing it with "physician" to require physician level oversight. The second is to strike the words "supervising physician for a" in lines 18 and 19 on page 3 and simply refer to a physician assistant. Questions were asked by Representatives Ruiz and Jacobs.
Chairperson Barker directed the Committee's attention to the written proponent testimony of Dave Johnston, Kansas Emergency Medical Services Association (Attachment 12).
Chairperson Barker stated there were no opponents to HB2723.
Chairperson Barker recognized Doug Smith, who testified on behalf of the Kansas Academy of Physician Assistants, as a neutral to HB2723 (Attachment 13). He stated that in 2016 the Physician Assistant Practice Act was modified, and the term "supervising physician" is no longer used. What they are proposing is a technical amendment to the bill by removing the words "supervising physician for a" on lines 18 and 19 on page 3.
There were no further conferees so Chairperson Barker closed the hearing on HB2723.
HB2650 - Designating February 15 of each year as Susan B. Anthony Day in the state of Kansas.
Representative Smith asked if the Chair would be willing to suspend the rules and work HB2650 the same day it was heard. Chairperson Barker asked him to make a motion and see what the will of the Committee is.
Representative Smith moved to suspend the rules and work HB2650, seconded by Representative Eplee. An oral vote was taken, Chairperson Barker stated that the two-thirds majority had been met, and the motion passed.
Representative Smith moved that HB2650 be recommended favorably for passage and placed on the Consent Calendar since it is of a noncontroversial nature, seconded by Representative Lusk. An oral vote was taken, and HB2650 was favorably passed and recommended for placement on the Consent Calendar.
There being no further business, the meeting was adjourned at 9:23 a.m.
