Chairperson Bowers opened the hearing on SB406. Mike Heim, staff revisor, presented a briefing on the bill.
David Dennis testified in support of SB406. Mr. Dennis' testimony stated this bill would allow a charter commission to be established, specific to Sedgwick County, and corrects a gap inadvertently left open when the Legislature granted Sedgwick County urban status back in 2018. Mr. Dennis indicated what they put in this bill was to mirror the exact thing that Johnson County has with the same membership for the charter commission only with Sedgwick County members and stakeholders.
