Chairperson Barker opened the hearing on HB2672. Jason Long, Revisor, provided an overview of the bill (Attachment 1). Representative Highberger had a question concerning the definition of CMB.
Chairperson Barker recognized Jason Watkins, who testified as a proponent on behalf of the Kansas Beer Wholesalers Association (Attachment 2) (Attachment 2A). He introduced to the Committee a group of people here with him today who are taking a leadership training program put on by the Kansas Beer Wholesalers Association. This legislation would allow Class A and B clubs, drinking establishments, temporary permit holders and caterers to sell and serve cereal malt beverage (CMB) products. He stated it also promotes healthier choices and options for Kansas adults. Questions were asked by Representatives Humphries and Ruiz.
Chairperson Barker noted that there was written proponent testimony from Ted Powers of Anheuser-Busch (Attachment 3). He stated that there were no opponents.
Chairperson Barker recognized Audra Shughart to testify as a neutral on behalf of the Alcoholic Beverage Control in place of Director Debbi Beavers (Attachment 4). She stated that the current CMB license costs anywhere from $25 to $200 in addition to the $25 state CMB stamp. Because they have to obtain the two separate licenses currently, they get an on-premises liquor license with ABC and with a CMB license locally to be able to sell the two different types of alcohol. The beer distributors are required to create two separate invoices. This bill could have an impact to cities and counties regarding revenue because they will no longer have to obtain the CMB license.
