Natalie Scott provided an overview for HB2713.(Attachment 1) She stood for questions.
Proponent
Professor James M. Concannon testified in support of the bill. (Attachment 2) Professor Concannon explained the Revised Uniform Law on Notarial Act (RULONA) harmonizes the treatment of notarization of all records whether the records are paper or electronic. RULONA also preserves the integrity and reliability of notarized documents and works with notarial acts conducted in other jurisdiction by providing for recognition of valid notarization's from other states. Adopting HB2713 will provide clarity to Kansas's law and ensures that the state keeps pace with technological advances. He stood for questions.
Randy Barbour, on behalf of Kansas Land Title Association (KLTA) testified in support of the bill. (Attachment 3) He explained that HB2713 is a version of the 2018 Revised Uniform Law on Notarial Act. that has been tailored for Kansas. KLTA has been watching other states who have attempted to adopt and implement technology driven notarization's. KLTA would like to work in cooperation with the Secretary of State's office who must administer this law in a safe and responsible way. He stood for questions.
