Short Title
Requiring publication of school district bullying policies and requiring a report on bullying incidents at each school district attendance center.

Vice-Chairperson alley opened the discussion on SB410.
Staff gave an overview of the bill.
Staff provided an amendment to strike website publication of bullying incident reports. Senator Givens stated that there is no definition of bullying. Senator Rucker explained that most bullying can be defined as criminal conduct and agreed that a definition needs to be clarified. Senator Givens moved the amendment; Senator Sykes seconded. The motion carried. (Attachment 8)
Staff provided an amendment that adds any qualified school that has eligible students attending such school as provided in the tax credit for income students scholarship programs. Senator Sykes moved the amendment; Senator Taylor seconded. The motion carried. (Attachment 9)
Senator Rucker and Senator Braun asked to be recorded no on the bill.
After much discussion,Senator Alley moved that the bill be tabled; Senator Braun seconded. The motion carried.
Senator Sykes asked to be recorded as voting no on the bill.
Vice-Chairman Alley closed the discussion on SB410.
Staff provided a listing comparing Capital Improvement State Aid Rates approved prior to 7/1/2015, bonds approved after 7/1/2015, and proposed in SB382. (Attachment 10) Senator Baumgardner asked for a listing without virtual students figured in.
