Short Title

Chairperson Baumgardner opened the deliberations.
Staff gave an overview of the bill.
Senator Braun offered an amendment to change the sunset date to July 1, 2022 rather than deleting the sunset. He explained his goal is to give the Committee time to study the effectiveness of this funding.(Attachment 5)
Senator Alley offered a substitute amendment to change the sunset date to July 1, 2023; Senator Pyle seconded the substitute amendment. (Attachment 6)
Senator Pyle told the Committee that having a sunset date will make the State evaluate the effectiveness of the funding. Senator Bollier expressed her concern that there is no process for evaluating in place. Senator Alley explained that he chose the 2023 because on page 2, line 23 the bill states "if a school district does not spend such money on such best practices and does not show improvement within five year" and the year 2023 will be the five year mark. Chairperson Baumgardner explained that the Committee's work is not done on this bill but that school districts are needing to know if the sunset will be renewed so they will know how to plan their future budgets.
A vote was taken on the substitute amendment. The motion carried.
