Chairperson Smith called the Committee to order.
Eileen Ma, Office of Revisor of Statues, explained the proposed bill with amendments. Ms. Ma responded to questions from the Committee, regarding inclusiveness, budget impact, and scope of pilot.
Chad Austin, Executive Vice President, Kansas Hospital Association, testified as a proponent, he encouraged the Committee to support the bill. (Attachment1) Mr. Austin explained how the bill would introduce a pilot program which would provide an alternative rural health service. Mr. Austin responded to questions regarding program funding, cost of model, services provided, Medicaid reimbursements, Medicare standards, and impact on existing rural medical facilities.
Jennifer Findley, Kansas Hospital Association, responded to questions regarding quality standards. Ms. Findley took questions from Committee regarding health care payments, critical access, comprehension payments, and opportunity for cost reduction.
Adam Proffitt, State Medicaid Director, responded to questions from the Committee regarding competing different reimbursement rates in the community
There was no other testimony.
Chairperson Smith closed the hearing.
The next meeting for the House Rural Revitalization Committee is scheduled for February 18, 2020.
Chairperson Smith adjourned the meeting at 9:50 am.
