Natalie Scott provided an overview of the bill. (Attachment 12) Ms. Scott stood for questions.
Sean Ostrow testified in support of the bill. (Attachment 13) Mr. Ostrow explained HB2546 is critical to ensuring that the laws of Kansas keep pace with the manner in which perpetrators are abusing victims. This bill creates a clear new statute to recognize that it is a crime not only to extort money or property, but it is also a crime to extort sexual conduct and sexual images. Mr. Ostrow stood for questions.
Sara Rust-Martin testified in support of the bill. (Attachment 14) Ms. Rust-Martin explained that her organization finds it important to recognize that blackmail, coercion, and abuse of power are often used in cases of domestic violence and sexual violence to compel a victim to comply with the desires of the perpetrator making it critically important for all of us to recognize and acknowledge the many ways the wrongful acts of abuse of power can present themselves in the life of a victim. Ms. Rust-Martin stood for questions.
