Senator Lynn introduced a group of visiting international students from the American Field Service.. The Chairperson recognized them and thanked them for coming.
Jason Thompson gave a briefing on SB405 explaining it would enact amendments related to driving under the influence concerning motorized bicycle drivers’ licenses, ignition interlock devices, and driving under the influence by any person less than 21 years of age.(Attachment 1)
The Division of the Budget provided a fiscal note on the bill. (Attachment 2).
Aaron Breitenbach spoke as a proponent of SB405 explaining that there is broad support behind these proposals. The Judicial Council wants to make ignition interlock devices more affordable because it makes roads safer. They want to create a sliding scale to make it affordable to use the device. Interlock is a tool to help change behavior to make things safer. Current law does not require demonstration of changed behavior. This revision will change that. (Attachment 3)
John Ulczycki spoke as a proponent of SB405 explaining that it is terrific in many ways, but he has suggestions. He wants to help people get ignition interlock devices sooner, because people will drive illegally during their 45 day suspension. We should also rethink how long the ignition interlock device is in use. There is a compliance curve where users try their limits at the beginning, but then they come to terms with the device and settle into a time when they accept its limitations. This is when behavior change can take place. The longer the device is in place, the greater the behavior change. He also noted that we should review the "poverty" level given in the studies. They are based on levels set in California where the economic situation is different. (Attachment 4)

Senator Miller asked Mr. Breitenbach to submit a response to the suggestions by the Coalition of Ignition Interlock Manufacturers in writing to the committee.
Senator Rucker asked for a written follow-up relating system alcohol level of recommended dose of alcohol-based cough syrup and how that is monitored by the ignition interlock device.
