Jenna Moyer gave a briefing on SB404 explaining that it would terminate the parental rights of a person whose assault of another caused the conception of a child.(Attachment 7)
The Division of the Budget provided a fiscal note on the bill. (Attachment 8).
Gillian Chadwick spoke as a proponent of SB404 explaining that, although the statistical number of people affected is small, the need is great for the women it affects to keep victims of rape from having to co-parent with their attackers. (Attachment 9)
Sara Rust-Martin spoke as a proponent of SB404 explaining that without statutes to the contrary, a rapist has the same parental rights as any other father. When a rapist demands parental rights it continues the psychological and emotional trauma begun by the rape. (Attachment 10)
