Proponents
Chairman Proehl recognized Representative Kellie Warren as the first proponent. (Attachment 8) According to Representative Warren this bill allows for the placement of a wheelchair emblem decal on a personalized license plate so that if or when the placard deteriorates the emblem is already displayed on the vehicle's personalized license plate. A constituent had contacted her and told her the problems he was experiencing with the disability placard hanging from the rear view mirror in his car. This bill addresses those issues.
The next proponent was Martha Gabehart. (Attachment 9) Ms. Gabehart said this bill adds personalized license plates to those on which a decal for accessible parking may be affixed. She said currently a person with a personalized license plate must give up that plate and use the accessible parking decal on a distinctive license plate. Ms. Gabehart went on to say penalizing a person with a disability who requires accessible parking by denying them the ability to use a personalized plate for their accessible parking privileges is discriminatory.
Thomas West was the next proponent. (Attachment 10) He said he currently has a personalized license plate and a disabled parking placard in his vehicle. He said he would like to keep his personalized plate with seven characters and have the disabled parking sticker. However, he said the Department of Revenue, under current law, will not allow him to have a disabled sticker and seven characters, he would be limited to five characters. He would like to see this changed.
There were no opponents or neutrals. When the Chairman asked if anyone else would like to speak to the bill Laura Ritterbush came forward in support of HB2649.
Chairman Proehl closed the hearing on HB2649 and called for Final Action on the following bills.
