The Chairman opened the meeting at 8:35 a.m. for the hearing on SB 377. Staff Adam Siebers indicated the bill would designate a portion of K-7 Highway as the "Senator Paul 'Bud' Burke Memorial Highway." The Kansas Department of Transportation (KDOT) would be required to place signs and determine the designation.
The Chair welcomed Senator Lynn as a proponent of SB 377. She recalled the many accomplishments in Bud's life and said he was most known for his distinguished tenure as President of the Senate from 1988 to 1996. She indicated Bud Burke was a lifelong resident of Johnson County and it would be very fitting to acknowledge his influences in the state by designating a portion of Highway K-7 in Olathe, Kansas, as the Senator Paul 'Bud' Burke Memorial Highway. Senator Lynn introduced Debbie Burke, who was in attendance to witness the request (Attachment 1).
Brad Smoot, Attorney at Law, commented on the suitability of recognizing the years of public service of elected officials. He included in his testimony a few of the names of Bud's colleagues and friends who support the initiative of SB 377 (Attachment 2).
Joel Skelley, Director of Policy for KDOT, said the department's policy is to hold a neutral position on SB 377. He noted that proposed legislation includes a request for a nickname to be used and that in the past this has not been allowed under the provision of the Manual on Uniform Traffic Control Devices, which governs the placement of signs on state highways in Kansas (Attachment 3).
