The Chair opened the hearing on SB374 and requested staff provide a summary of the bill. Adam Siebers explained the intent of the bill allows the Superintendent of the Kansas Highway Patrol (KHP) to ascertain the parameters of rules and regulations in the certification process for employees of new vehicle dealers who do vehicle identification number (VIN) inspections. He noted that the bill also allows the Highway Patrol the prerogative to create rules and regulations for conducting the certification process for employees of salvage pools.
The Chair welcomed Brad Smoot, who spoke on behalf of Copart, Inc., as a proponent of SB374. Mr. Smoot said Copart, Inc, is an international auto salvage pool operating in Kansas and holds a sincere interest in maintaining an honest and accurate vehicle inspection process. He noted the bill will allow the KHP to certify a limited number of salvage pool employees to conduct VIN inspections, a function which is primarily done by officers of the KHP. The services of Copart, Inc., will help alleviate the backlog of the immense number of vehicles yet to be inspected (Attachment 4) .
The Chair welcomed Peter Greenwood, Regional Manager, Copart, Inc., to the committee. Mr. Greenwood spoke as a proponent of SB374, saying that the bill will provide a better resource for the state by relieving the burden of VIN inspections on the part of KHP personnel who check on low-risk vehicles brought to salvage and auto auction facilities. He noted that proper training and certification by KHP for a specified number of individuals to conduct inspections and verify VINs would ameliorate the backlog of vehicles in salvage yards (Attachment 5).

The Chairman called for consideration of SB390. Senator Tyson moved to consider the bill as favorable for passage. Senator Hildebrand seconded. The motion passed.
Senator Pettey offered a conceptual amendment; seconded by Senator Hawk. The conceptual amendment failed.
