The Chairman called for final action on HB2447. Natalie Scott reviewed the bill. The Chairman asked if there were any amendments.
Staff members passed out the proposed amendment. (Attachment 1) Representative Carmichael explained the amendment. Representative Carmichael moved and Representative Kuether seconded to amend HB2447. The motion carried.
Representative Warren raised concerns regarding the use of evidence in front of a jury when using audio/video during civil cases.
Staff members handed out the proposed amendment and Representative Warren explained the amendment. (Attachment 2) Representative Warren moved and Representative Humphries seconded to amend HB2447. The membership voted and the division was 8 YES and 9 NO. The amendment failed.
Further discussion ensued. Representative Warren moved a conceptual amendment to insert language in section 13 requiring good cause, compelling circumstances, and appropriate safeguards. Representative Garber seconded the motion to amend.
Following discussion, Chairperson Patton recommended a short postponement to allow the Revisors time to change and draft the amendment. The committee stood at ease at 4:15 pm to allow time to complete the amendment and retrieve copies.
The meeting resumed at 4:28 pm. Representative Warren withdrew her conceptual amendment. Representative Garber seconded the withdrawal. The withdrawal was accepted.
The staff passed out the newly completed amendment. (Attachment 3) Representative Samsel explained the amendment. Representative Samsel moved and Representative Warren seconded to amend HB2447. The membership voted and the division was 8 YES and 9 NO. The motion failed.
Representative Carmichael moved HB2447 be passed as amended and Representative Kuether seconded. The motion carried. The division was12 YES and 5 NO. Recorded votes were as follows: Yes - Carmichael, Highberger, Ohaebosim, Hoheisel. No - Owens, Bergquist.
