The Chair opened the hearing on SB383.
Mr. Siebers explained that the bill adds three new distinctive license plates: American Legion, Knights of Columbus, and Proud Educator. The bill would also adjust the requirements for issuing these plates.
Matt Lindsey, President, Kansas Independent College Association (KICA), testified as a proponent for the "Proud Educator" section of the bill (Attachment 8). He recounted the role of the 20 independent not-for-profit colleges in Kansas and stated that the bill would advance the stature of education in Kansas by supporting teachers as they begin their careers. He noted, however, that KICA is serving as a pass-through entity to benefit the Kansas Educator Support Foundation, and he recommended the addition of the words or said entity's designee (page 7, line 23) to enable KICA to serve the foundation as a fiscal partner.
Erica Shook, Chair, Kansas Educators Support Foundation, spoke in support of the bill. She related how first-year teachers are faced with financial challenges, and she told how her foundation through the royalty payments will provide financial grants to these teachers (Attachment 9) .
