Chairperson Barker opened the hearing on HB2571. Jason Long, Revisor, provided an overview of the bill (Attachment 1).
Chairperson Barker recognized Denise Selbee-Koch who testified in support of HB2571 on behalf of Dirty Girl Adventures, LLC (Attachment 2). She stated that she not eligible to obtain a liquor license for her company because her husband is a law enforcement officer in Valley Falls, Kansas. She believes that if the law enforcement employee listed on the liquor license application has no jurisdiction over the physical location of the business applying for licensure that the business should be eligible for the liquor license if all other criteria has been met. She requested that the Committee pass HB2571. Questions were asked by Representatives Ruiz, Awerkamp, Erickson, and Humphries.
Chairperson Barker recognized Debi Beavers, Director, Alcohol Beverage Control (ABC), as a neutral on HB2571 (Attachment 3). She stated the ABC is concerned about how this law would apply to multi-jurisdictional law enforcement officers such as those employed by the Kansas Bureau of Investigation or the Kansas Highway Patrol. In addition, the ABC wold recommend that the phrase "club and drinking establishment be removed so the bill would apply to all applications for liquor licenses. Representative Awerkamp had a question for the Director.
Chairperson Barker closed the hearing on HB2571 after learning that there were no further conferees on this bill.
