Property tax abatement for agricultural improvement destroyed or substantially destroyed by a natural disaster.

Adam Siebers, Assistant Revisor provided an overview on HB2517 that would allow property owners to apply to the county commission for an abatement or credit of property taxes that are levied against an agricultural improvement property that is destroyed by earthquake, flood, tornado, fire, storm, or other natural disaster.
Proponents:
Representative Karleskint, District 42, testified as a proponent to HB2517 that allows a property owner an abatement from County Commissioners for property destroyed or substantially destroyed by a natural disaster (Attachment 4).
Gary Reser testified on behalf of the Kansas Soybean Association as a proponent to HB2517 noting the bill would provide reasonable financial relief for those impacted by a natural disaster should the governor declare the event a disaster and the county commissioners grant the abatement (Attachment 5).
Shahira Stafford, Kansas Cooperative Council and the Kansas Grain and Feed Association testified as a proponent for HB2517 with a proposed amendment that would extend the tax abatement to public grain warehouses to ensure balanced tax policy between producer-owned grain storage and public grain warehouses (Attachment 6).
Brian T. Habjan, Linwood, Kansas and testified as a proponent for HB2517 stating the bill will help for a property tax abatement by the Leavenworth County Commission for the property taxes on houses, outbuildings and barns that were destroyed by an EF4 tornado (Attachment 7).
Mike Stieben, Leavenworth County Commissioner District No. 5 testified as a proponent for HB2517 noting this is an important piece of legislation that would change current Kansas Law that would allow counties to authorize tax abatements on homesteads and to allow for abating barns and other outbuildings. Mr. Stieben also provided a list of outbuildings that were destroyed from the County Appraiser (Attachment 8).
