The Chair opened the hearing on SB342.
Mr. Siebers explained the focus of the bill. He said under current law the Department of Revenue is required to mail a notice to each individual at least 30 days prior to the expiration of his/her driver's license. The bill would give an individual the option to have the notification sent by email rather than by a postcard.
Mr. Selk spoke in support of the bill, echoing the information provided by staff. Responding to members' questions, he replied that if a person opts in to receive the notice by email, he/she would not receive a postcard, but could change back to a postcard at any time. Changes in an email address would be handled in the same way as the change of a physical address (Attachment 3).
A member recommended that, since email has proliferated, the renewal notice be sent by text. Mr. Selk replied that he was not opposed to texts, but was concerned that the agency would possibly be incurring text rates for those receiving texts.
