Natalie Scott gave an overview of HB2496.
Mike Smith testified in support of HB2496 on behalf of Kansas Association of Court Services Officers (KACSO). He stated allowing Court Services Officers the authority to provide a certificate of identification where an offender can go to the local department of motor vehicles and obtain a State ID and would provide us with a great opportunity to help offenders who have been released from jail that have no identification. (Attachment 1)
Austin Spillar testified in support of HB2496 on behalf of American Civil Liberties Union of Kansas (ACLUKS). He stated by authorizing the provision of a certificate of identification to people on probation, the bill removes a barrier to success for these individuals, many of whom need a driver’s license to be able to comply with the conditions of their probation. (Attachment 2)
John Jenks testified in support of HB2496 on behalf of Kansas City Chamber of Commerce (KCCC). He stated the KC Chamber believes that by removing this barrier for returning citizens and justice-involved individuals, Kansas can get more people back into the workforce while making our communities stronger and safer. (Attachment 3)
