The Chairperson called the meeting to order at 8:35 a.m. and resumed the hearing for SB275.
Staff Adam Siebers reviewed the focus of the bill. He explained that the bill will change the statutes in two ways: It removes the 90-day waiting period before a person can reapply for a driver's license if he/she was found driving on a suspended or revoked driver's license; and it removes the eligibility exemption for a stayed suspension.
Ed Klumpp, Kansas Association of Chiefs of Police, Kansas Sheriff's Association, and Kansas Peace Officers Association, spoke in opposition to the bill (Attachment 1). He commented that, although he was in agreement with the intent of the bill and will support the goal of the bill (page 4, lines 11-13), the removal of the suspension/90-day waiting period (page 2, lines 2-7) creates a series of unintended consequences--specifically, it removes the suspension for other more serious offenses.
Responding to a member's question, Mr. Siebers acknowledged that removing the one infraction also removed a broad application of others with revoked licenses.
