Chairman Waymaster opened the hearing on the bill.
Murl Riedl, Kansas Legislative Research Department, provided an overview of the bill (Attachment 3). He stated the Joint Committee on Special Claims Against the State recommends payment of claims total $90,067.93. All claims, except fuel tax refunds, are directed to be paid from existing resources and do not increase total state expenditures. A review of the committee's recommended payment for claims followed.
Representative Ralph provided background information on the Joint Committee on Special Claims Against the State committee. Discussion followed by Committee members regarding the claimant against Kansas University. The student and family travel expenses involved doctor visits, as the student is a resident of St. Louis, and the condition of the exterior steps were not as they should have been, it was noted. There is a penalty for filing late fees for fuel tax refunds. The Committee recommendation was a partial payment of $16,000 for the registered nurse's salary and excluded legal fees. Discussion continued regarding the cost effectiveness of filing claims with the Committee versus hiring legal councel.
