Removing the requirement to photograph vehicles in the scrap metal theft reduction act.

A review of SB344 was given by Jason Thompson explaining that K.S.A. 50-6,110 goes into effect on July 1, 2020. One of the amendments made to this bill in 2019 would require every scrap metal dealer to take "one photograph of the vehicle in which the junk vehicle or regulated scrap metal property is delivered' in addition to "one photograph of the item or lot of items being sold." This bill would remove the requirement to photograph the vehicle but would retain the requirement to photograph the item or lot of items. (Attachment 4)
The fiscal note was provided by the Division of the Budget. (Attachment 5)
Brad Smoot testified as a proponent of SB344 explaining scrap metal dealers already take photos, and will continue to take photos, of large deliveries of scrap metal delivered to their outdoor scales. The issue at hand is small deliveries brought to their indoor scales. It is not practical for a one-man operation to break the work flow to go outside to take photographs and come back in to attach them to the proper documents and finish the transaction while other customers are standing in line. (Attachment 6)
