Chairperson Bowers opened the hearing on SB299. Charles Reimer, staff revisor, presented a briefing on the bill.
Senator Hawk testified in support of SB299 indicating this bill promotes transparency. Senator Hawk's testimony stated SB299 is an attempt to bring similar transparency requirements to the campaign finance rules between city elections of the first class, school board elections for school districts over 5,000 students, and all community colleges. (Attachment 1)
Heather Morgan testified in support of SB299. Ms. Morgan stated this bill would make it clear that trustees need to follow all campaign finance laws and they believe there is importance in the transparency of who is funding campaigns at the local level. (Attachment 2)
Senator Hawk, Mike Heim, staff revisor, and Ms. Morgan addressed questions from the Committee.
Mark Skoglund provided neutral testimony for SB299. Mr. Skoglund indicated his testimony provides context to the fiscal note that is attached to the legislation that's primarily a cost incurred by their agency. Mr. Skoglund provided an overview of the legislation's estimated Direct Cost and Staffing Cost. Mr. Skoglund responded to questions from the Committee. (Attachment 3)
