Proponent
Chairman Proehl recognized Mike Hoeme. (Attachment 3) According to Mr. Hoeme this is a clean-up bill, which does not change any current policy issues, and many of the changes are simply updating and repealing old provisions that no longer apply for motor carrier licensing and regulation. The changes proposed remove outdated language and requirements such as removing regulations that previously required hearings for obtaining Commission authority to operate. Federal law has preempted many areas of these laws so this bill removes those particular provisions.
The next proponent was Tom Whitaker. (Attachment 4) According to Mr. Whitaker HB2524 removes pre-deregulation language from the statutes including requirements for hearings, leasing or assignment of territories, pooling agreements and language concerning contract carriers which was eliminated by federal statutes.

Chairman Proehl asked if anyone else would like to speak to this bill and no one stepped forward so the Chairman closed the hearing on HB2524.
Announcements - The Chairman announced that the Committee would be meeting on Thursday, February 6, and hear HB2528 - Providing for all vehicles more than 35 years old to qualify as antique vehicle. Committee will also do Final Action on HB2458 - Creating the negligent driving violation and HB2501 Allowing salvage vehicle pools to apply for ownership documents for vehicles that are disclaimed by insurance companies.
Chairman Proehl reminded the Members that Monday was the last day for bill introductions.
