Proponents

The Chairman recognized Vince Donahoe. (Attachment 1) He said sometimes vehicles brought to their facilities at the direction of an insurance company after a claim has been filed by the owner get abandoned.  He said this happens typically when the insurance company denies coverage.  According to Mr. Donohoe this bill would allow salvage pools to obtain an ownership document for the vehicle if the vehicle remains unclaimed on the premises of the salvage pool for more than 30 days.

The next proponent was Peter Greenwood.(Attachment 2)  He said the bill is needed because vehicles are assigned to a Copart facility by insurance carriers for sale and liquidation. He said a small percentage of insurers do not pursue the title or never receive one from the vehicle owner. Because of the lack of title the vehicle is abandoned and they have a vehicle on which charges have been incurred and there is no title and it is left on their facilities without a way of disposal.

The Chairman asked if anyone else would like to speak to this bill and John Peterson stepped forward to tell the Committee that they had worked with the Department of Revenue to write this bill.  He added that there were two 30-day notices given. 

After all questions were answered Chairman Proehl closed the hearing on HB2501 and opened the hearing on HB2524.
