Minutes for HB2439 - Committee on Appropriations
Short Title
Removing the requirement that certain entities submit certain reports to the division of post audit.
Minutes Content for Tue, Feb 4, 2020
Chairman Waymaster opened the hearing on HB 2439.
Zack Fridell, Office of the Revisor of Statutes, presented the bill brief (Attachment 3). The bill eliminates the current requirement that specific reports are submitted to the Legislative Post Audit Committee or the Post Auditor. A list of the four reports was reviewed (See attachment 3).
Justin Stowe, Legislative Post Audit, presented testimony as a proponent of the bill (Attachment 4). He stated in FY 2018 the legislature passed SB 260, which transferred oversight of financial and compliance audits from Legislative Post Audit (LPA) to the Department of Administration. As the LPA no longer oversee financial reports, the bill removes the following four reports: actual expenditure statement from the Board of Indigents Defense services; accounts receivable write-off report from the Department of Administration; corporation financial report from the Regents Institutions and the tax abatement report from the Department of Revenue.
Mr. Stowe responded to questions from Committee members. He responded that the reports are still required, but they would go to the specified state agency or department with the passing of the bill.
