The Chair opened the hearing on SB302.
Staff Adam Siebers provided a briefing for the bill. Commenting that the current statute requires Kansas license tags to show three letters and three numerals, he explained that the bill would amend the statute to give the secretary of the Kansas Department of Revenue (KDOR) discretion in showing the arrangement of letters and numbers on a license tag. He added that the bill will also allow the license-tag vendor to ship tags directly to consumers. Responding to a question, he replied that current law requires tags to be shipped to the county treasurers and then distributed to the public.
Lee Ann Phelps, Vehicle Services Manager, Division of Vehicles, KDOR, spoke as a proponent for the bill. She echoed Mr. Siebers' comments and explained that the current statute allows duplicative plates to be created, occurrences that cause discrepancies for tolling agencies and confusion for law-enforcement. She noted that dealers' license plates and the configuration of some personalized plates will occasionally duplicate standard-issue plates and cause Turnpike authorities to bill the wrong person. Responding to a question, she replied that antique-vehicle plates are another example of duplicative possibilities (Attachment 1).
A member commented that the future estimated cost of $40,000 to implement the bill seemed excessive.
