Chairperson Barker opened the hearing on HB2476. Jason Long, Revisor, provided an overview of the bill (Attachment 7). A question was asked by Representative Lusk.
Chairperson Barker recognized Representative Michael Capps as a proponent of HB2476 (Attachment 8). Representative Capps stated that this bill seeks to further the promotion of our nation's motto by displaying an image of our nation's motto, "In God We Trust" with the accompaniment of the flags of Kansas and the United States. This does not violate the establishment clause as it is enshrined in our country's history. It requires no funding from the state general fund or any other taxpayer sources because it is funded through donations. Questions were asked by Chairperson Barker and Representatives Carpenter, Highberger, Clayton, Woodard, and Lusk.
Chairperson Barker recognized John Goodyear who testified as an opponent to HB2476 on behalf of the League of Kansas Municipalities (Attachment 9).
There being no further conferees, Chairperson Barker closed the hearing on HB2476.
