Chairperson Huebert opened the hearing on HB2488.
Revisor Nick Myers gave an overview of the legislation. (Attachment 1)
Sharon Morris, Director of Olathe Public School Health Services, told the story of a student who was in distress and the school nurse who saved his life. She explained the history of this type of legislation and the need to update the 2009 law. She shared data to support changes recommended by the Kansas School Nurses Organization and noted this policy came from collaborative efforts with many experts and professional associations. (Attachment 2)
Kimber Kasitz, President of the Kansas School Nurses, explained that she oversees over 50,000 students but the majority of Kansas School Districts have less than 500 students. These small schools do not always have a school nurse in every building, therefore, many other adults need to be trained in these life saving procedures. Also, those who are in the position to help need to have epinephrine and other life saving drugs available, and not be held personally liable in any legal way. (Attachment 3)
