Proponents

The Chairman recognized Representative Bill Sutton. (Attachment 7) According to Representative Sutton this bill allows insurance companies to take airbag replacement costs out of their total loss calculation.  He said the change may reduce the number of cars totaled in Kansas. Representative Sutton said this bill is good for consumers, shops and insurance companies, by removing airbags from the estimate, a lot more repairable cars will fall below the salvage threshold and will get fixed instead of going through the recycle process.

The next proponent was Jeff Oldenettel. (Attachment 8) He said this bill is similar to a law in Missouri with the intent of the law being to reduce the number of total loss claims on vehicles in our state.  When enacted it will allow insurance companies to take airbag replacement costs out of their total loss calculation. Mr. Oldenettel said this will benefit the consumers, insurance providers, dealerships, alternative parts providers and body shops. He stood for questions.

Bill Sneed representing State Farm Insurance and Don McNeeley with the Kansas Automobile Dealers Association came forward to help explain and answer questions for Committee Members.

The Chairman asked if anyone else desired to speak to this bill and Rudy Rosenmayer and Ray Colas, Government Affairs, LKQ Group, came forward to speak in opposition to this bill.

No one else desired to speak to this bill so the Chairman closed the hearing on HB2482.
