Chairperson Kerschen opened the hearing on SB270.
Tamera Lawrence with the Revisor of Statutes explained the bill.
Lane Letourneau( on behalf of Kenny Titus) spoke in favor of the bill. He told the committee that the multi-year flex accounts allow a water user to operate their water right over a five year period with an allocation based on past average use or the net irrigation requirement. As the number of certified water continues to increase, he believes that it is appropriate to amend the statute and allow an additional calculation method for these files. (Attachment 2)
