Jason Thompson gave a presentation on SB58 explaining that it grants immunity from civil liability to the person who files a grand jury petition in a citizen-initiated grand jury proceeding. (Attachment 1)
The fiscal note was made available by the Division of the Budget. (Attachment 2)
Philip Cosby testified as a proponent of SB58 pointing out that the citizen-initiated grand jury is the oldest and closest to the original intent of the 5th Amendment of the US Constitution. Judges and attorneys are immune while performing their duties, but there is no plain language that protects citizens who call a grand jury. This bill would protect them.
