Chairperson Bowers opened the hearing on SB256. Charles Reimer, staff revisor, presented a briefing on the bill and provided a handout highlighting the repealed statutes. (Attachment 1) After questions by the Committee were addressed, the hearing continued.
Clay Barker testified in support of SB256. Mr. Barker explained the bill repeals two statutes from 1911 that were part of the original campaign finance act that was replaced in 1988 by the new campaign finance act. Mr. Barker indicated the two provisions are obsolete and were identified for elimination because they confuse people. Mr. Barker stated the second part of the bill has to do with the presidential preference primary which was eliminated in Kansas in 2015. Mr. Barker explained the statutes have become dated and no longer follow exactly the rest of the elections code and can be eliminated. (Attachment 2)
