Staff explained the bill to the Members and answered questions.
Proponents
Chairman Proehl recognized Representative Kristey Williams.
She said this past summer the popularity of Iowa's Blackout license plate came to her attention.(Attachment 10) According to Representative Williams HB2444 would credit all proceeds from the distinctive plates to the local road improvement fund which would be created by the State Treasurer and administered by the Secretary of Transportation. She said the purpose of the blackout plate is to raise money and awareness for the funding of local roads through a cost-share program between the State and the participating city or county. She provided examples of the plates for the Members to see.
The Chairman recognized Lindsey Douglas.(Attachment 11) Ms. Douglas said KDOT is in support of HB2444 with the proceeds going to KDOT's Cost Share program. She said the Cost Share program is designed to provide financial assistance that leverages state funding with local and private funding for projects related to job growth and retention. She stood for questions.
The next proponent was Deborah Barnes.(Attachment 12) According to Ms. Barnes, The League supports this bill as local roads are important to the overall transportation needs in Kansas. She said they understand the license plates have been a success in Iowa and have apparently generated $850,000 for the Iowa Road Use Tax Fund since the plates became available in July 2019. The League is asking the Committee to pass this bill out to the full House.

The Chairman asked if anyone else wished to speak to this bill. No one did so Chairman closed the hearing on HB2444.

The Chairman announced that the next meeting will be on January 28th and that the Committee would hear an update on the Kansas Department of Transportation.
