Minutes for SB104 - Committee on Taxation

Short Title

Enacting the Kansas taxpayer protection act; requiring the signature and tax identification number of paid tax return preparers on income tax returns; and authorizing actions to enjoin paid tax return preparers from engaging in certain conduct.

Adam Sieber, Assistant Revisor, provided an overview on SB104 stating the bill would enact the Kansas Taxpayer Protection Act.  The bill would require a paid tax return preparer to sign and include their federal Internal Revenue Service Tax Identification Number on each tax return that they prepare beginning in tax year 2020. One of the provisions of SB104  would be the Golden Years Homestead Property Tax Freeze Act, residential property tax refunds; providing homestead property tax refund to disabled veteran renters, and expanding expense deduction to all taxpayers.

Proponents:

Senator Holland testified as a proponent for SB104 stating the bill would assist those limited income Kansas senior and disabled veteran homeowners whose homesteads are located in a high valued growth area of the state or areas experiencing depopulation (Attachment1),(Attachment 2).

Don Woodward, Kansas Silver Haired Legislature testified as a proponent for SB104 stating the bill will benefit those in the greatest need that goes beyond the senior citizen homeowners by including renters and disabled veterans (Attachment 3).

Jeremy Stohl, H&R Block, testified as a proponent for SB104   stating the bill would provide the Kansas Department of Revenue with an additional and important consumer protection tool to identify and stop fraudulent preparers from harming taxpayers (Attachment 4).

Patrick Vogelsberg, Kansas Association of Realtors, testified as a proponent for SB104 noting the bill would alleviate the impact of rising property taxes to lower-income senior citizens and disabled veterans (Attachment 5).
