Vicki Whitaker, Executive Director of Kansas Osteopathic Medicine, provided testimony is in opposition to HB2402. The organization contends a business should not be allowed to employ physicians. The concern is that physician autonomy would be compromised. There is also the concern of corporate liability (Attachment 1).
Todd Fleischer as the Executive Director of the Kansas Optometric Association spoke in opposition to HB2402. While Optometric Law prohibits corporate practice, it also believe in the independence of health care providers and feels that corporate practice of medicine is not in the best interest of Kansas patients (Attachment 2).
Rachelle Colombo, representing the Kansas Medical Society, stated that while the version of the bill has been narrowed significantly from previously proposed, the Society still is in opposition.While balloon amendments have been created, there are still concerns related to the bill (Attachment 3).
Travis Oiler, the Executive Director of the Kansas Chiropractic Association, stated that the bill in front of us is not a compromise and was not agreed upon by all of the conferees. Additional changes are necessary for the organization to be in agreement (Attachment 4).
