Chairman Waymaster opened discussion on the bill.
Representative Proehl reviewed amendments to the bill (Attachment 1), and (Attachment 2. He noted that this information was included in Julie Lorenz, Acting Secretary, Kansas Department of Transportation, testimony that was provided yesterday. Technical amendments and balloon amendments were reviewed as related to toll and turnpike project requirements, and turnpike provisions (See attachment 1) and (See attachment 2).
Representative Proehl made a motion for the approval of the amendments related to toll and turnpike project requirements as reviewed. Representative Francis seconded the motion.
Discussion followed by committee members regarding the amendments. The State Finance Council includes members of the legislature who will also be involved in the oversight of turnpike and toll projects. State Financial Council meeting agendas and minutes are available through a sign up process, it was noted.
Representative Proehl renewed the motion. Motion passed.
Discussion followed by committee members. It was noted that projects that have been completed remain in the bill as they are in existing law. as stated in the statute. Any further action on completed projects would be through enhancement requests.
Representative Proehl made a motion for favorable passage of HB 2369 as amended. Representative Ballard seconded the motion. Motion passed.
