Chairperson Barker opened the hearing on SB99. Jason Long, Revisor, provided an overview of the bill (Attachment 8). Representative Highland had a question.
Chairperson Barker recognized Joseph House as a proponent of SB99 (Attachment 9). He went over the four major components of this bill. Representatives Highland, Humphries and Jacobs had questions for Mr. House.
Chairperson Barker recognized Sean Gatewood who stood for questions on behalf of Dave Johnston, President of Kansas Emergency Medical Services Association (KEMSA), and a proponent of SB99 (Attachment 10).
Chairperson Barker noted that there were no opponents or neutrals to the bill. He closed the hearing on SB99.
Representative Ruiz moved to suspend the 24-hour rule and work SB99, seconded by Representative Eplee. Seeing no objection, Chairperson Barker stated he would entertain a motion to pass out SB99.
Representative Ruiz moved to recommend SB99 favorably for passage, seconded by Representative Eplee.
Chairperson Barker moved to amend SB99 on page 54, line 29 to make it effective upon publication in the Kansas Register, seconded by Representative Awerkamp. An oral vote was taken and the amendment to SB99 was favorably passed.
Representative Ruiz moved to recommend SB99, as amended, favorably for passage, seconded by Representative Humphries. An oral vote was taken and SB99, as amended, was favorably passed.
