Chairperson Vickrey opened the discussion on SB 32, The chairperson announced that Lee Modesitt, Director of Government Affairs & Communication, Kansas Insurance Department, had a handout for the members (Attachment 3) and was available for questions, but the bill would be left on the table until Wednesday.
Questions were asked and answered regarding: the proposed amendment and what it meant for insurance department oversight, oversight for AHP plans by both the labor department and the state insurance department, whether there were membership restrictions in the other AHP bill (HB 2054), the other self-funded healthcare plans regulated by the insurance department, whether the statute defined who was a member of an association, a self-funded employer versus the Farm Bureau membership, the purpose of the bill to be an alternate route for associations to band together and offer insurance, the impact of ERISA and the Senate's amendment to the bill to require solvency reports be filed with the insurance commissioner.
There being no other questions the meeting was adjourned at 4:02 p.m.
