Authorizing transfers from the state general fund to the local ad valorem tax reduction fund and county and city revenue sharing fund if the city or county has a new road construction or bridge improvement plan and the plan is approved by the secretary of transportation.

Chairperson McGinn opened the hearing on SB 190. Jill Wolters provided an overview of the bill and responded to questions from Committee members. (Attachment 8)
Jessica Lucas, Wichita Chamber of Commerce, stood in support of the bill. This bill would would provide important flexibility of resources as there are critical issues that local governments have not been able to move forward with because of funding. She asked for support this bill and the other transportation bills in the legislature. (Attachment 9)
Michael White, Kansas Contractors Association, testified as a proponent of the bill. Important for smaller communities who need help to maintain local roads and bridges and this bill would help local government access funds. (Attachment 10)
Chardae Caine, League of Kansas Municipalities, spoke in favor of the bill. Her organization often hears from local governments that transportation is the most important issue and this bill provides flexibility for funding local projects. Ms. Caine included a proposed amendment in her testimony. (Attachment 11)

Written testimony neutral to the bill was submitted by Acting Secretary Julie Lorenz, Kansas Department of Transportation. (Attachment 13)
