Chairperson McGinn opened the hearing on SB 57. David Wiese provided an overview of the bill. (Attachment 1)
Senator Tom Holland spoke as a proponent of the bill. He is the Ranking Minority on the Joint Committee on Information Technology (JCIT), is a cosponsor of the bill and has a background in information technology. This bill starts to give the Legislature a mechanism to understand what is going on in the IT cycle before things go wrong by review of projects and milestones before procurement moves forward. This does not mean the agency will have to accept the recommendations of JCIT but it will provide a tool so we use IT resources better. Senator Holland responded to questions from Committee members. Lee Allen, Chief Information Technology Officer, Office of Information Technology Services (OITS), provided neutral testimony on the bill. OITS is responsible for reviewing planned projects and are committed to satisfying JCIT concerns. Approximately 3-5 projects per year would meet the threshold of the bill so this would add an extra step for those projects. Mr. Allen included an amendment in his testimony as there are issues such as the definition of what an IT project is, as policies and regulations have not evolved at the same speed as technology and business. (Attachment 3)
Eric Davis, Chief Information Technology Architect, Office of Information Technology Services, provided neutral testimony on the bill. JCIT would not increase the scope of IT projects but would just require an additional step to the existing system. OITS is in the process of updating policies and plan to have draft legislation ready for next session to provide some needed updates including architecture and the Strategic Information Management Plan. (Attachment 4)
