Short Title
Authorizing the secretary of transportation to designate toll projects on new and existing highways and changing the requirement to fully fund toll projects solely through toll revenue.

Following adjournment of the Senate, the Senate Transportation Committee was called to order at 8:55 a.m.
Chairperson Petersen opened further discussion of SB192 and acknowledged several amendments brought by members.
Revisor Adam Siebers reviewed the first amendment (Attachment 1). He explained that the amendment adds layers of approval for authorizing toll projects.
Senator Pettey made a motion, seconded by Senator Masterson, to approve the amendment.
Members discussed the role of the State Finance Council. Lyndsey Douglas, Deputy Secretary, Kansas Department of Transportation (KDOT), commented that any toll proposal is a joint recommendation by the local community and KDOT.
The motion to amend passed.
Mr. Siebers commented on the second amendment; he stated that the amendment clarifies that tolls would apply only to new lane construction and special projects; tolls would apply to all classes of vehicles (Attachment 2).
Senator Pettey moved the amendment, which was seconded by Senator Bowers.
Responding to members' concerns, Ms. Douglas replied that nothing in the amendment would prevent KDOT from canceling a toll; the feasibility study is the governing factor regarding whether or not a toll is required.
The motion to amend passed.
Mr. Siebers noted that the third amendment was primarily technical clean-up language (Attachment 3).
A motion was made by Senator Pettey, seconded by Senator Masterson, and passed unanimously to accept the amendment.
The Chair announced that SB192 would be considered further at a later date.
