Adam Siebers provided an overview on HB2399 stating the bill would extend a sales tax exemption for the Gove County Healthcare Endowment Foundation. The sales tax exemption expires July 1, 2019 and provides for purchases made by the Foundation for the purposes of construction and equipping an airport in Quinter, Kansas. HB2399 would extend the sunset for the sales tax exemption to July 1, 2024.
Proponent:
Representative Hineman testified as a proponent for HB2399 stating the original sales tax exemption was passed in 2016 that provided an airport to supply air ambulance service in Gove County. The Foundation Inc. proposed and advocated for construction of an airport when the City of Quinter and the county were unable to do so on their own (Attachment 2). He commented their revenue is strictly from grants or contributions and have no taxing authority; therefore, a need for the five year extension on the existing exemption to complete projects for the airport.
Amy Kramer, Department of Revenue, provided an overview on the fiscal note for HB2399 stating the bill would decrease state revenues by $13,000. in FY2020. The State General Fund is estimated to decrease by $10,900. in FY2020 and the State Highway Fund is estimated to decrease by $2,100. in FY2020.
There were no conferees that were in opposition or neutral to the bill.
